Help Paying for a Storm Shelter in Oklahoma

Help Paying for a Storm Shelter in Oklahoma

A shelter is a big purchase, and some Oklahomans can get help paying for one. Here’s every program we could confirm on an official page, what it pays, and where to apply. Checked October 23, 2026. Programs change, so the program’s own page is always the final word.

The one rule that matters most

Most programs won’t pay for a shelter that’s already installed or in progress. If you might qualify, apply first and wait for approval before you pay a deposit or schedule an install. We’re happy to wait with you.

SoonerSafe Safe Room Rebate (Oklahoma Emergency Management)

  • Status: “The 2026 Rebate Program is not open at this time,” per OEM. No 2027 round has been announced as of October 23, 2026.
  • When it runs: up to $3,000 per home (not more than 75% of the cost). You register each year, and winners are picked at random, so registering early doesn’t improve your odds. OEM says it intends to offer the program each year, contingent on federal funding.
  • Important: if you install before you’re notified of selection, you’re no longer eligible.

FEMA Hazard Mitigation Grant Program (HMGP)

HMGP money for safe rooms flows through cities and counties, not individual homeowners. OEM says there are currently no HMGP funding opportunities open. OEM HMGP page

City rebates

Edmond ran a FEMA-funded Safe Room Rebate in the past and has paid out its final distribution. The City says it hopes to offer another program, depending on federal funding (Edmond program page). We didn’t find an open city rebate anywhere else in the metro.

Taxes

  • Per OEM, the Oklahoma Constitution exempts up to 100 square feet of a safe room installed after January 1, 2002 from property tax. Ask your county assessor how to claim it.
  • A SoonerSafe rebate doesn’t have to be claimed as income. OEM notes there are no state or federal tax incentives tied to the rebate program.

FAQ

Can I pay a deposit now and apply for a grant later?

We don’t recommend it. Most programs won’t pay for a shelter that’s already installed or in progress. Apply first; we’ll wait.

Is SoonerSafe coming back?

OEM says it intends to run the program each year when federal funding is available, but the 2026 program is not open and no 2027 round has been announced.

Do tribal programs cover below-ground garage shelters?

The Chickasaw and Osage program pages list storm shelters without limiting the type. Choctaw’s page lists $3,500 (45+) and $1,750 (18 to 44), with $5,000 only for above-ground shelters with a documented ambulatory disability. Ask each program to confirm your shelter type qualifies.

I’m not a tribal citizen. Is there any help?

Right now the state and federal programs aren’t open. The property-tax exemption for up to 100 square feet of a safe room still applies.

Questions? We’re glad to help.

We’ll walk you through the application paperwork and make sure the estimate your program needs is ready. No deposit until you’re approved.
